Executive Management DIVISIONS AND OFFICES AT THE FBI HEADQUARTERS The FBI is headed by a Director, who is supported by a Deputy Director. An Assistant Director heads each of the eleven Headquarters divisions, the Office of Public and Congressional Affairs, and the Office of Professional Responsibility. The Office of the General Counsel is headed by the FBI's General Counsel, and the Office of Equal Employment Opportunity Affairs is administered by the Equal Employment Manager. Assistant Directors of each division are supported by Deputy Assistant Directors (DADs). FBIHQ divisions and offices usually are arranged along broad functional lines into sections, and then into smaller, more specialized work groups known as units. FIELD OFFICES, RESIDENT AGENCIES, AND OTHER MAJOR FIELD INSTALLATIONS FBI field offices are located in 56 major cities. Of those, 55 are in the United States, and one is in Puerto Rico. The locations were selected according to crime trends, the need for regional geographic centralization, and the need to efficiently manage resources. Each FBI field office is overseen by a Special Agent in Charge (SAC), except for those located in Los Angeles, New York City, and Washington, D. C. Due to their large size, those offices each are managed by an Assistant Director in Charge (ADIC). The ADICs are assisted by SACs responsible for specific programs.
